President Bola Ahmed Tinubu has urged the Nigerian Senate to approve a new external borrowing proposal amounting to $7.7 billion (approximately ₦10.79 trillion), aimed at financing the 2026 national budget. This request was detailed in a letter delivered to the Senate, where Senate President Godswill Akpabio presented it during plenary on November 4, 2026.

Tinubu indicated the borrowing is necessary to bolster government expenditures and maintain Nigeria’s economic stability. The funds are expected to be raised through a variety of international financing mechanisms, including Eurobond issuance, loans from multilateral and bilateral institutions, and syndicated loan arrangements. According to the proposed budget exchange rate of ₦1,400 to one dollar, these funds are critical for financing the 2026 budget, enhancing Nigeria’s external reserves, and ensuring the stability of the naira.

Additionally, the Federal Government has mandated the Minister of Finance and the Debt Management Office (DMO) to facilitate and implement this borrowing plan. While the administration justifies the necessity of this borrowing in light of economic challenges and funding needs, concerns are mounting regarding Nigeria’s existing debt levels and its ability to manage new loans effectively.

Following the letter’s presentation, Akpabio referred the request to the Senate Committee on Local and Foreign Debts for further evaluation. This committee is tasked with reviewing the proposal and will report back to the Senate before any legislative actions are taken. This borrowing request also appears to replace a prior proposal, providing clearer insights into the intended funding sources.

The urgency of this request highlights the broader context of Nigeria’s increasing debt profile and the government’s dependency on external borrowing to support key projects and budgetary commitments. As the Senate deliberates on the proposal, public scrutiny continues to grow regarding the implications of this borrowing on debt service obligations and the effective utilization of funds by the government.
