The move is part of President Lee Jae-myung’s broader effort to reduce hostility and open the door to renewed diplomacy. The Defense Ministry described it as a practical gesture of peace that would not compromise the nation’s military readiness. This action is being taken unilaterally, without prior agreement or coordination with the North.

The loudspeakers had been reactivated in June 2024 under the previous conservative government, in retaliation for a wave of North Korean balloons carrying trash and manure that were floated into South Korean territory. These psychological tactics escalated tensions on both sides of the border.

So far, Pyongyang has not officially responded to the gesture. However, Kim Yo Jong, sister of North Korean leader Kim Jong Un, recently dismissed South Korea’s overtures as “meaningless sweet remarks” and reiterated the North’s unwillingness to re-engage in dialogue.

Historically, both Koreas have used loudspeakers as a form of psychological warfare since the 1960s. They were previously silenced between 2004 and 2015 during periods of diplomatic thaw, only to be resumed again during recent confrontations.

While the dismantling of the speakers is a significant symbolic gesture, the larger issues between the two nations—including North Korea’s nuclear ambitions and the absence of a formal peace treaty since the Korean War—remain unresolved. The two Koreas are still technically at war under the terms of the 1953 armistice.

This development signals a softer tone from Seoul, but real progress will depend on whether Pyongyang chooses to respond in kind.
